IPS Officer Dayal Gangwar Transferred After Controversy Over Balianta Mob Lynching Incident

In Bhubaneswar, the Odisha government transferred ADG-ranked officer Dayal Gangwar to the position of officer on special duty (OSD) in the Home Department on Monday, following controversy over his alleged engagement of a railway constable for personal tasks.

Gangwar, who was serving as ADG Communications, faced scrutiny after the mob lynching of government railway police (GRP) constable Soumya Ranjan Swain, 32, in the Balianta area on May 7. Soumya’s parents claimed he experienced significant mental stress while working under Gangwar, alleging that the senior officer forced him to carry out personal duties unrelated to his official responsibilities.

They have also called for a CBI investigation into their son’s brutal killing and the alleged harassment he faced from Gangwar. Additionally, on Monday, the Home Department adjusted its recent transfer order, swapping the postings of two IPS officers.

The department had previously issued a transfer order for 14 IPS and four OPS officers on May 23, which included Parmar Smit Parshottamdas from the 2013 batch, who was initially designated as the new Nayagarh SP but was reassigned to Khurda SP on the same day. Suvendu Kumar Patra from the 2019 batch, who was serving as Khurda SP, was appointed as Nayagarh SP.
