Odisha and Japan’s Tottori Prefecture are initiating efforts to solidify their collaboration through a proposed Friendship Agreement aimed at enhancing cooperation in various sectors, including investment, industry, education, tourism, and culture. The Governor of Tottori Prefecture is expected to visit Odisha in November to further these discussions.
This initiative was discussed during a high-level meeting held in Bhubaneswar on Wednesday, which featured Odisha’s Chief Secretary Anu Garg and a delegation of 13 members from Tottori Prefecture led by Chief Secretary Toshiaki Endo. The focus of the talks was on establishing long-term institutional partnerships in investment, industrial growth, human resource exchange, technology transfer, tourism, education, and cultural collaboration.
Among the major proposals was the establishment of a Friendship Agreement between the Odisha government and Tottori Prefecture. This agreement aims to facilitate cooperation among small and medium enterprises, promote exchanges of skilled professionals, create job opportunities, support student and academic exchanges, and enhance tourism connections between the two regions.
The Japanese representatives informed the Odisha government about the upcoming visit of Tottori’s Governor in November, which is viewed as a significant step in strengthening bilateral relations.
Chief Secretary Toshiaki Endo of Tottori Prefecture expressed optimism about the proposed partnership, stating that it would reinforce the enduring friendship between India and Japan and open new channels for joint development between Odisha and Tottori. He emphasized the prefecture’s desire to engage in sustained cooperation with Odisha in the resource sector.
During the meeting, Anu Garg highlighted Odisha’s rich maritime trade history and Buddhist heritage, underlining the historical and cultural ties shared between Odisha and Japan. She urged Japanese companies to consider investment opportunities in areas such as green energy, advanced technology, research, skill development, and the development of the state’s extensive coastline and fisheries resources to boost the blue economy and enhance various industries.
Hemant Sharma, the Additional Chief Secretary for Industries, Housing, and Information & Public Relations, stated that Odisha and Tottori share a mutual vision focused on sustainable development, innovation, and inclusive growth. He emphasized that closer collaboration between the two governments could foster long-term economic advancement in both regions.
Sharma also presented Odisha’s industrial capabilities, including its mineral resources, port-centric economy, potential for renewable energy, skilled labor force, investor-friendly policies, and ease of doing business. He noted that combining Japan’s technological prowess with Odisha’s natural resources could pave the way for new opportunities in global manufacturing and sustainable industrial growth.
The discussions also centered on tourism and cultural cooperation, particularly focusing on the shared Buddhist heritage of India and Japan. Both parties explored strategies to increase tourism exchanges, share best practices, and organize reciprocal official delegations.
Furthermore, they discussed promoting Odisha’s cultural traditions in Japan while also highlighting Japanese culture in Odisha through festivals, exhibitions, language education programs, and partnerships with non-governmental organizations.
To ensure that the partnership moves beyond mere discussions, Odisha and Tottori agreed to implement regular governmental exchanges, establish coordination mechanisms, and create joint action plans. Officials committed to identifying priority sectors and drafting a practical roadmap for executing their cooperative goals.
The meeting included senior officials from various Odisha departments, such as Tourism, Culture, Skill Development, and MSME, as well as the Managing Director of IPICOL. The visiting Japanese delegation comprised the Director General of the Tourism and Exchange Bureau, along with directors from several departments, the Director of YCP International B.V. Company, and the company’s International Relations Coordinator.
Members of the Tottori Prefecture delegation, including Prakash Ali, are on a three-day visit to Odisha. Their itinerary includes visits to prominent tourist attractions and institutions like the World Skill Development Center in Bhubaneswar, along with meetings with various government departments to discuss future collaboration opportunities.
