Odisha has formalized a partnership with the International Finance Corporation (IFC) to establish a public-private partnership (PPP) project pipeline valued at ₹20,000 crore, focusing on attracting private investment in crucial infrastructure areas over the coming year.

The agreement, signed in Bhubaneswar, is known as the Transaction Advisory Services Agreement (TASA). Under this framework, IFC will assist in identifying, preparing, and structuring approximately 20 bankable PPP projects, which are projected to attract around $2 billion (approximately ₹20,000 crore) in investment. Notably, Odisha becomes the first state in India to enter into such a collaboration with the IFC.

The initiatives will cover a wide range of sectors, including renewable energy, power transmission, logistics and transport, urban infrastructure, and electric mobility. IFC’s role will involve providing transaction advisory support, which includes evaluating projects, structuring them, and preparing them to ensure they are commercially viable and appealing to private investors.

Chief Secretary Anu Garg emphasized that this partnership would enhance Odisha’s PPP framework and align with the state’s Viksit Odisha 2036 vision by mobilizing private funds for infrastructure advancement.

Shalabh Tandon, IFC’s Regional Head of Operations and Acting Regional Director for South Asia, expressed enthusiasm for collaborating with Odisha to create a robust pipeline of ready-to-invest infrastructure projects that could expedite the state’s development plans.

This agreement aligns with Odisha’s ongoing efforts to enhance infrastructure financing through institutional collaborations. Earlier this week, the state also signed a Memorandum of Understanding with HUDCO to secure term loans of up to ₹1 lakh crore over five years for housing and urban infrastructure projects. Furthermore, the government has been actively encouraging PPP-based investments across various sectors, including healthcare, water supply, and urban development.
