The Odisha government has recently implemented a reshuffle involving four senior IAS officers, redistributing their roles across several departments, including Panchayati Raj, Health and Family Welfare, and Finance.

In a notification released by the General Administration and Public Grievance Department on November 5, 2026, Roopa Mishra has been designated as the Commissioner-cum-Secretary for the Panchayati Raj and Drinking Water Department after returning from her tenure on Central Deputation.

Roopa Mishra, who is part of the 2004 IAS batch, will officially assume her new position as part of this administrative restructuring.

In related changes, Girish S.N., an IAS officer from the 2002 batch previously serving in the Panchayati Raj and Drinking Water Department, has been reassigned as the Commissioner-cum-Secretary for the Health and Family Welfare Department.

Additionally, Aswathy S., a 2003-batch IAS officer who was the Commissioner-cum-Secretary for Health and Family Welfare, has been appointed as the Special Secretary to the Government in the Finance Department. She will also maintain her position as the Chief Executive Officer of the State Institute for Transformative Initiatives, Odisha (SITI-Odisha).

Moreover, Bishnupada Sethi, a 1995-batch IAS officer who was serving as the Chairman of the Odisha Forest Development Corporation and held additional responsibilities as Chief Administrator of KBK, has now been assigned as the Officer on Special Duty (OSD) in the General Administration and Public Grievance Department.
