The Odisha Assembly commenced its Monsoon Session on a somber note as Speaker Surama Padhy entered the chamber at 11:00 AM. Proceedings began with the singing of Vande Mataram, followed by the National Anthem.
Chief Minister and Leader of the House, Mohan Charan Majhi, introduced condolence resolutions to express sorrow over the passing of former ministers Chandra Shekhar Majhi and Sushant Singh, former chief whip Satya Bhushan Sahu, as well as ex-members Ramamurti Gamango, Haji Mohammad Ayub Khan, and Shivaji Majhi. Additionally, the Chief Minister mourned the tragic loss of lives due to recent severe floods in Nepal and parts of India.
In a display of solidarity, Leader of Opposition Naveen Patnaik, Congress Legislature Party Leader Ramachandra Kadam, CPI leaders, and Speaker Padhy voiced their sympathies. This was followed by a one-minute silence to honor those who had passed.
However, the atmosphere shifted dramatically during Question Hour. Members of the opposition, including the Biju Janata Dal (BJD) and Congress, created significant disruption, storming the well of the House while waving placards and chanting slogans.
The protests were primarily sparked by the contentious Mines and Minerals (Development and Regulation) [MMDR] Amendment Act, as the opposition called for its immediate repeal due to alleged financial detriment to Odisha’s mining sector. BJD members also raised concerns about inaccuracies in state textbooks, demanding accountability.
Despite repeated calls from Speaker Surama Padhy for order and to allow business to proceed smoothly, the ongoing uproar made it impossible to continue. Consequently, the Speaker adjourned the session until 1:10 PM, unable to pacify the protesting MLAs.
Scheduled to run for nine days until October 3, the Monsoon Session is anticipated to introduce six significant bills, including one proposing a salary increase for legislators. However, with major issues such as the MMDR Act at the forefront, further confrontations between the ruling BJP and the opposition seem likely.
