Odisha’s Chief Minister Mohan Charan Majhi held a meeting at Lok Seva Bhavan to assess the Finance Department’s performance, advocating for enhancements in the efficiency of the revenue collection system as well as a boost in capital and program expenditures.
During the meeting, Majhi highlighted the necessity of a robust revenue collection framework to support the state’s overall development, alongside a call for increased investment in capital and program spending to stimulate growth.
The Finance Department presented a comprehensive overview of revenue receipts and expenditures. As per the data shared, the state’s revenue sources are comprised of 10% from Central Government grants, 31% from a share in central taxes, 31% from its own tax revenue, and 28% from non-tax revenue.
As of July in the current fiscal year, total revenue collection reached ₹61,593 crore, reflecting a 7.3% increase compared to the same period last year. The state’s own revenue figures also saw an 11.9% rise, while the own tax revenue was up by 9.3% compared to the previous year. Additionally, non-tax revenue rose by 14.8% during this timeframe.
In conjunction with the positive revenue growth, both program and capital expenditures have also increased. Program spending up to July this fiscal year is 19.1% higher than the same period last year. Capital expenditure (CapEx) saw a significant jump, totaling ₹11,300 crore this July compared to ₹9,399 crore last year, marking an increase of 20.2%.
The Chief Minister expressed that the state government is devising numerous plans aimed at creating a prosperous Odisha by 2036, which calls for substantial investments in infrastructure. While acknowledging the growth in revenue and expenditures, he urged for further improvements. Consequently, he instructed various departments to expedite efforts to enhance the efficiency of revenue collection and increase capital spending.
The information was presented by the Departmental Principal Secretary Sanjeeb Kumar Mishra. The meeting was attended by Chief Secretary Anu Garg, Development Commissioner Deoranjan Kumar (D.K.) Singh, Additional Chief Secretary to the Chief Minister Shashwat Mishra, Special Secretary of the Finance Department Yamini Sarangi, and other senior officials from the Finance Department.
