Bhubaneswar: The government of Odisha has unveiled a financial assistance program offering Rs 2 lakh to students who either die or sustain permanent disabilities as a result of accidents. This initiative is outlined in newly issued guidelines designed to help schoolchildren and their families during medical emergencies.
On September 3, the School and Mass Education Department published these guidelines, which apply to students from Sishu Vatika through Class XII who are enrolled in government and government-aided schools, Odisha Adarsha Vidyalayas (OAVs), and Odisha Model Adarsha Vidyalayas (OMAVs).
The revised scheme, known as the “Payment of ex-gratia grant to students from Ex-Gratia Fund,” replaces the earlier guidelines established in March 2015 and is effective immediately to facilitate timely support.
The notification emphasizes the importance of these updated measures, stating: “Accidents often bring loss of life, unexpected medical expenses, temporary disability etc., which can severely disrupt a student’s education. Many students come from modest financial backgrounds and are not covered by comprehensive insurance schemes. Under such circumstances, the provision of ex-gratia grants and accident relief for students from appropriate head is crucial to ensure immediate financial support during emergencies.”
According to the new provisions, a family of an eligible student will receive Rs 2 lakh in the event of accidental death or permanent disability resulting from an accident. This assistance is applicable to incidents that occur on school grounds, during travel to and from school, or while participating in school-related activities. The financial aid will primarily be disbursed to the student’s mother; if she is not alive, the funds will go to the father, and in the absence of both, a legal guardian designated by the District Collector will receive the assistance.
Additionally, the government has established transportation assistance for students who suffer severe injuries requiring transfer outside their district for advanced medical care, which can cover up to Rs 30,000. Those treated for more than three days at a district headquarters hospital are eligible for up to Rs 10,000 for transportation. Students will also receive free treatment at government hospitals and can access support under various schemes, including Ayushman Bharat, the Chief Minister’s Relief Fund (CMRF), and the Red Cross, as applicable.
As a result, students will not incur any treatment costs at government hospitals.
To approve the aid, a joint decision must be made by the Headmaster or Principal, Block Education Officer (BEO), District Education Officer (DEO), and the District Collector, depending on the specific circumstances. After approval, the funds are to be transferred to the guardian’s account within 24 hours, ensuring that families can quickly access financial support during emergencies.
The department has highlighted the importance of releasing assistance promptly so that families affected across the state can receive timely help.
