In a significant initiative to combat illegal prenatal sex determination and improve dwindling sex ratios, the State Supervisory Board met today at the National Health Mission Conference Hall in Bhubaneswar, chaired by Health and Family Welfare Minister Dr. Mukesh Mahaling.
The discussions focused on enhancing the sex ratio in Odisha, particularly in districts that are lagging. The Board instructed local authorities to bolster district-level committees, increase inspections of ultrasound facilities, and expand awareness initiatives. “Awareness must be given special priority,” the Minister stated, highlighting the necessity for community involvement alongside stringent enforcement measures.
During the meeting, the Board examined technological advancements aimed at ensuring greater transparency and accountability. Odisha has implemented online systems for the registration and renewal of ultrasound facilities, digital reporting through Form-F, and integration with the Odisha Council of Medical Registration (OCMR) to verify practitioners. Additionally, beneficiary authentication has been enhanced with ABHA, significantly improving monitoring and reducing opportunities for malpractice.
From 2024 to 2026, district officials conducted 649 inspections, while the state performed 11 inspections. This scrutiny resulted in the sealing of six illegal ultrasound clinics, the confiscation of six machines, the filing of FIRs, and the commencement of disciplinary actions against government doctors involved in violations.
The Board emphasized the need for thorough inspections by authorized personnel, stringent legal actions against those engaged in illegal sex selection practices, and ongoing education for medical colleges, healthcare professionals, and potential parents. As part of the informer reward scheme, individuals providing information about unregistered clinics or illegal sex determination practices can receive ₹25,000.
Analyzing the Sex Ratio at Birth (SRB) data revealed that Jajpur was the top-performing district, while Nayagarh, Angul, Dhenkanal, Ganjam, and Khordha were identified as the lowest. Authorities in these underperforming districts are tasked with enhancing surveillance, ensuring complete scrutiny of Form-F records, and increasing awareness campaigns.
The meeting included attendance from notable figures such as Brahmagiri MLA Upasana Mahapatra, Bangiriposi MLA Sanjali Murmu, Health Secretary and Commissioner Aswathy S., and National Health Mission Director Dr. Brunda D., among others.
By integrating technology, stricter enforcement, collaboration across departments, and public engagement, Odisha aims to fortify the implementation of the PC-PNDT Act and make strides toward achieving gender balance at birth.
